Overview :- National Apprenticeship Promotion Scheme (NAPS)

 

 

Apprenticeship training is one of the most efficient ways to develop skilled manpower for industry by using training facilities available in the establishments without putting any extra burden on exchequer to set up training infrastructure.

The Apprentices Act, 1961 was enacted with the objective of regulating the program of training of apprentices in the industry by utilizing the facilities available therein for imparting on-the-job train

Comprehensive amendments in the Act were brought in 19 Aug 2016 to make it more attractive for both industry and youth.

Apprenticeship Training consists of :

  • Basic Training and
  • On-the-Job Training / Practical Training at workplace in the industry

The basic training is an essential component of apprenticeship training for those who have not undergone any institutional training/skill training before taking up on-the-job-training/practical training. It accounts for 20-25% of overall duration of Apprenticeship Training.

Apart from basic training, there is a component of on-the-job training which is performed in the establishments and undertaken by the establishment itself.

 

 

HIGHLIGHTS OF APPRENTICESHIP

  • Apprenticeship training provides for an industry-led, practice-oriented, effective and efficient mode of formal training and as such strengthening of apprenticeship training needs to be given a high priority.
  • Online portal would be used for administering the implementation of the Apprenticeship Training.
  • Portal also facilitates for time bound approval of contract of apprenticeship, centralized database for compliance and monitoring, online verification of candidates profile, management of on-line examination for generation and issue of hall tickets.
  • Employer shall engage apprentices in a band of 2.5% to 15% of the total strength of the establishment (Including Contractual)

    REIMBURSEMENT PROVIDED BY THE GOVERNMENT

Sharing of cost of basic training with Basic Training Providers (BTP); up to INR 7,500/500 hours. b) Sharing of 25% of the prescribed stipend, subject to a maximum of INR 1,500 per month per apprentice. b) In the case of Fresher apprentice, during Basic Training for a period of up to three months, the stipend amount to be paid by the establishment shall be 50% of prescribed stipend.

 

 

THIRD PARTY AGENCY

ATN Staffing are the very few organizations selected as Third Party Agency (TPA) under the scheme to facilitate helping the Organizations to engage Apprentices.

Legal Status of Apprentices

  • Every apprentice undergoing apprenticeship training in an establishment shall be a trainee and not a worker.
  • Labor laws (such as PF, ESI/Bonus, Union, etc) shall not apply to or in relation to such apprentice.
  • Establishments can engage apprentices of age 14-18 years in normal working hours and age above 18 years for night shifts.

Information for Employers

  • Under National Apprenticeship Promotion Scheme (NAPS), Trainees can be appointed in any trade or function at any location in India.
  • Consolidated stipend equivalent to the applicable unskilled minimum wage (it can be higher).
  • Training tenure – Between 3 – 24 months.
  • Trainee shall be engaged during regular working hours and they would be eligible for leaves as per company’s own policy.
  • Each Trainee shall be covered under the Employee Compensation Act.
  • All trainees will be enrolled in a free 200 hour online course for soft skills, English and computers. They can further enroll voluntarily or via the employer for other TLSU certificate/diploma/associate degree courses delivered online.

Information for Candidates

  • A person from 18 to 35 years of age who has completed graduation / diploma or a person pursuing / discontinued studies leading to graduation / diploma in any technical/non-technical field and registered under ATN is called a trainee.
  • A ATN apprentice qualifies for credit towards certificates / diplomas / degrees.
  • All trainees shall be given an apprenticeship-cum-employability training proficiency certificate or Apprenticeship training completion certificate based on the successful completion of training.
